When a ‘Director’ wants to be ‘Executive Director’ at the same place !
Why this IRTS officer is being most favoured by Railway Board repeatedly?
As well known, this officer is in Kolkata for long. He is notorious for blackmailing seniors and other traffic officers, and tarnishing their image through his stated connections with some CBI officials who, he claims to be his relatives. This practice also always used by some other officers who’s husband or wife working in department of Income Tax or Enforcement Directorate.
He has practically blackmailed the successive COMs of South Eastern Railway to get prized and plum postings brandishing these so called connections.
There are reportedly several complaints against him from customers, loading firms and staff.
As per report, only one COM so far had the courage to call his bluff and keep him grounded but after his retirement this man was back to his old sinister ways.
He was transferred out of SERailway, Kolkata about two years back on the strong complaints of a bold Head of Department (HOD), but the order was promptly reversed and he was posted on the same place, and later he was given an uplift by posting him as Director, Rail Movement in Kolkata itself!
He claims to have properly cultivated the current boss of Traffic branch of Indian Railways when the latter was posted as GM/SER in Kolkata.
If this is not strange, this fabled name dropper has now requested to upgrade his post of Director to accomodate him as Executive Director, Rail movement (EDRM) there itself practically doing the same work that he has been doing in his current avtar as Director/RM.
This type of undue favours to a chosen few with murky backgrounds who are also good at manipulation, has been the bane of the traffic branch.
This has set a wave of demoralisation in the cadre particularly as this man is widely known to have tried to manufacture false cases against half a dozen senior, junior and colleague officers.
He was also extremely unpopular among the staff, customers and colleagues for his extortionist ways. Maximum number of SCRs, Dy CHCs and CHCs took VRS during the tenure of this man in Chakradharpur Division.
But the Traffic branch at the top has remained blissfully ignorant of his character and his modus operandi.
One senior officer recounts how this man was instigating local police to book the Divisional traffic officers at one point of time.
Another officer who has worked with this man, calls him ‘the most venomous snake in the grass’.
Another recounts, how this man has issued half a dozen confidential letters to his ARM within 6 months. He is also reportedly extremely casteist and parochial in his official dealings.

All these posts are very sensitive.
The Director/RM is under direct control of the Railway Board. He controls coal and mineral movement on rail in india. It’s a very important and independent post based at Kolkata.
A message received from a group of senior officer’s read as, “On promotion of IRTS-2000 batch to SAG, file of this IRTS-2000 officer for upgrading the post of Director (Rail Movement) to Executive Director (Rail Movement), Kolkatta has been moved by Member Traffic. This file is now in MR office since last week. This officer who has already got his SAG promotion and not having a clean record and number of complaints pending against him should not be upgraded on this post. Only Director level officer with good record should be posted on it.”
Questions also raised by the officials that, “Why this particular IRTS officer is being accomodated at the same place/post by upgrading his post? Is he indispensable? Are there no other competent officers in traffic branch of Indian Railways at Director level?
A senior officer says, “The nature of Railway Board is always seen as ‘You show me the man, I will show you the rule’. The Director level post of Rail movement can be upgraded or down graded to adjust this or that master manipulator”, he said.
The Railway Minister and CRB may kindly take note and save Indian Railways a lot of unnecessary embarrassment.
